Sealed bids for the construction
of the new Municipal Complex were
received from ten competing construction firms on August 25. The bids
were lower than the estimate prepared by the architect's cost consultant, which was $8.2 million.
The bids ranged from $5,691,500 to
$6,694,000 for the base proposal,
excluding any alternates. The low
bid was received from Professional
Design Builders, Inc., of Loveland,
Colorado. After doing reference
. checks and meeting with the principals of the company to discuss the
proposed contract and review the
experience and qualification of the
company, the architect and City
staff were satisfied t4at Professional Design Builders can competently do the project and, therefore,
recommended them to the City Council.
On September 14, the City Council
approved the expenditure of funds
and awarded the contract to Professional Design Builders, Inc., for
the construction of the new Municipal Complex. ,
Overlot grading of the City's
property at approximately 96bh and
Washington has already begun.
Completion is scheduled within 600
days of the time the contract was
signed. At this point in time, we
anticipate being able to occupy the
new building in May of 1983.

PROGRAMS FOR SCHOOLS
The City of Thornton Utilities Department is once again offering education programs for Adams County School Districts l,
12, 14, and 50 for the 1981-82 school year.
The Thornton Utilities wants to help teachers enrich their class curriculum by offering water-related learning activities for
their students.
The educational programs are specifically
designed for science teachers and teachers
of related fields such as environmentalism,
ecology, climatology, water conservation,
energy conservation, social science, geography, history, economics, social behavior,
and mathmatics. Some of the educational
programs offered by the Utilities Department are: Captain Hydro Workshop, Captain
Hydro Water Conservation Program for sixth
graders, water-related film series, science
fair, vocational educational program,
water treatment plant tours, and guest
speakers--with more programs in the planning
stage.
The Thornton Utilities Department held
a Captain Hydro Workshop for interested
teachers on September 29.
INTERNSHIP PROGRAM RECEIVES
PUBLICITY
An article about the internship program
at the Water Treatment Plan was recently
published in the American Water Works
Association "Mainstream." The article
described efforts of DAVE BATA, Community
Relations Specialist, and Salvatore Diliberto,
job placement coordinator for the school
district's efforts in conceiving and
implementing the program. Dave has had
calls from across the country asking about
the program as a result of the article.

�... BRENDA AGNER, her two cats, and assorted tropical fish. Brenda has been a member
of the United States Air Force for the past
eight years, serving as a buyer/contractor.
She joined the City this month as our new
Utilities Buyer. Brenda's husband is a fulltime student at Metro State College, and her
son, Joseph, is a full-time student at the
Havana Day Care Center. Brenda raises orchids, horseback rides, hikes, and reads in
her spare time.

Ed's previous experience as a buyer for
Boulder and Adams County School District #12
and in retailing with J.C. Penney and May
D&amp;F should make his job here as our new
Purchasing Manager "old hat." Ed, his wife
Sue, and his son Danny live in Westminster
where he enjoys golf, tennis, guitar playing,
fishing, and cheering for the Denver Broncos.

JO BARNES recently transferred from the
Personnel Department to the Police Department and is working in the Det~ctive Division. We have a new cadet, BRIAN VEACH,
which brings the number of cadets to four
now. Another new office has joined us-JAMES BENISH, from Goodrich, Michigan.
Welcome to all three!!
On August 24, 25, and 26, the Second
Annual FTO Academy to teach officers how to
properly train recruits and standardize
training was held. To date we have trained
14 law enforcement agencies. Officer STEVE
RITTER, who is a Field Training Officer,
says that the Academy is very helpful in
providing him with necessary information
to train new police officers. The Police
Academy is considering our program for
state-wide implementation.
Weld County Sheriff's Department held a
fun match for canines of different police
departments. Our BEAR came in third!

... BETTY DURHAM and her bird, Cloud. Betty
hails from the City of Federal Heights, where
she had been their payroll clerk for 6 1/2
years. Betty is replacing Linda Johnson,
who moved to Seattle, Washington, last
month. Betty enjoys bowling, crossword
puzzles, and is a "native Bronco fan."
... PAULA PALMATEER~ her two dogs, and four
cats. Paula is our new full-time temporary
Accounts Payable/Purchasing Clerk. She previously worked in the Purchasing department
of Storate Technology. Her husband is a
mechanical engineer with Sunstrand, her
daughter, Dana, is a cadet with the Thornton Police Department, and her son is a
junior at Pomona Hig.h School. Paula's
hobbies are genealogy, knitting, quilting,
ceramics, and sports.

Ye of great faith who leave your cars
unlocked in the City parking lots, where
people are wandering in and out of the buildings all day long and where seemingly
nothing could happen in broad daylight had
best beware!!
In the past few weeks, particularly since
school started, several items have turned
up missing. Food disappeared out of one
car and speakers out of another. Even locking your car sometimes doesn't make any
difference. My husband rants and raves
every time he notices one of the hubcaps
missing after I have driven the good car to
work. We have replaced one at least four
different times. He feels somewhat safer
now--he figures that the person (or persons)
unknown have now acquired a full set of hubcaps and will leave our car alone!
Even if there is nothing inside your car
worth taking, its still a good idea to
always lock your car doors. By having
access to the inside, someone could simply
hot-wire the car and take off. Then again,
with winter darkness coming on by 5:00 p.m.,
someone could slip into the back seat and
go unnoticed until you are on your way home.
Who knows what evil lurks in the heart
of man .... better you should never know!

NOTICE: Effective October 14, 1981,
Valley View Hospital will no longer be a
Comprecare facility. St. Anthony Hospital
Systems (North and Central) is the newly
designated facility. Up until October 14,
either Valley View or St. Anthony Hospitals
may be used. No other Comprecare facilities are affected by this change. The
Personnel Department has an updated Comprecare physicians roster.
Our Comprecare representative, Sue Ziesenheim, came out to address some of our
concerns, the primary one being the delay of
payment to doctors and hospitals. The
problem results from a 100-day average time
between billing and payment. Sue informs
us that this situation will be corrected
shortly, and reduced to a 45-day turnaround
period.

Classification
Review Update
The Classification Review Board has completed review of approximately 75% of the
positions in the Clerical/Technical
Occupation group.
This group is the first to have all positions reviewed by the Board in order that
each position is correctly ranked on the pay
scale in accordance with the work and responsibility assigned to the position.
This has proved to be 'a monumental task
for the Board. They have been meeting for
4 to 6 hours per week in an effort to complete the needed review. The point ranking
of each position determines the placement
on the pay schedule of each occupational
group.

EMPLOYEE SAFETY
In order to expedite follow-up medical
treatment, evaluation, and release back to
work from Little Ory Creek Clinic, we are
requesting that employees use St. Anthony
Hospital (North) for emergency on-the-job
injuries or for injuries occurring before
8 a.m. or after 10 p.m. If St. Anthony
Hospital is used under these circumstances,
please schedule a follow-up at Little Dry
Creek, 7728 Vance Drive (422-7800) as soon
as possibie.

After all positions have been reviewed
and ranked by the Board, the results will
be sent to the supervisor of each position.
The supervisor will be asked to carefully
review the findings of the Review Board and
then notify the Board of whether or not
they agree with the ranking of the position.
If the supervisor does not agree with the
Board's findings, a time will be set for
the supervisor to meet with the Board for
further review of the position.

The policy still remains, that Little
Dry Creek Clinic is to be used·for all onthe-job-injury medical treatment unless the
injury is of an emergency nature or occurs
when Little Dry Creek Clinic is closed.
We have been seeing an increasing number
of on-the-job injury reports that reflect
lower back strains. Many of these result
in time lost from work and in pain and discomfort for the employee injured. Most
are preventable if the fundamentals of
lifting are observed. Please review the
proper technique of lifting and keep it in
mind whenever lifting is necessary.
EDUCATIONAL ASSISTANCE
The Education Opportunity Center is a
clearinghouse of information and counseling
center for post-secondary education. Their

On Saturday, Ocotber 31, from
7:00 to 11 :00 p.m., Thornton
Parks and Recreation
will hold the
second annual
HALLOWEEN HOOPLA
and BARN DANCE.
This familyoriented event
is a great way
to spend Halloween with the
whole family! Tickets are now on sale at
the Recreation Center until the October 17
deadline, and will cost $3.00 per person.
Included in the price of the ticket is
transportation to the barn and all food
and refreshments (hot dogs, chips, pumpkin
pie, coffee, orange drink, and hot cider).
(No alcholic beverages will be allowed.)
There will be a live band for dancing--so
bring your family and join the fun!

FAMILY FUN RUN
On Saturday, October 17, at 10:00 a.m.,
Thornton Parks and Recreation Division will
hold a FAMILY FUN RUN for all Thornton residents and City of Thornton employees and
their families. It is not how fast or how
far you can run or walk, but how closely
you can predict your finish time. The run
will begin at the Recreation Center, 2211
Eppinger Boulevard. FEE: $3.50 (includes
T-shirt) plus $3.00 for each additional
family member.
REGISTRATION FOR SESSION II
The second fall session of Recreation
classes will begin the week of November 2.
Registration week is October 26 through 31
for Thornton residents and City employees.
