MONTHLY NEWS FOR THORNTON CITY EMPLOYEES

The New Shops Complex Committee consisting
of Jay, Eric, Fred, Devere~ Ward, and Curt,
has been meeting for the past several
months to work out very preliminary details
and coordinate the needs of both the City
and Utilities Departments.
Specifications were sent to various organizations knowledgable in the field of
planning this type of facility. The Committee interviewed representatives from
each of the organizations submitting proposals and unanimously recommended the
firm of Black and Veatch, a company which
has done the planning of ~everal similar
facilities in the past. The City Council
and the Utilities Board each authorized
payment of $21,750 for an agreement with
Black and Veatch total] ing $43,500, which
is to include the pre] iminary planning and
recommendation of a site for the complex.
They will be analyzing several sites,
selected by the Planning Department, and
evaluating them in terms of access by City
equipment, community needs and concerns,
and traffic impact. The agreement will
also include preliminary building layouts
and soils tests.
Black and Veatch will then make recommendations based on their analysis of each of
the criteria and submit them for approval
to both City and Utilities Administration.
When the Administration agrees upon the
site, Black and Veatch will present recommendations to both the Utilities Board and,
for final approval, to the City Council.

Should the zoning of the recommended site
not be that which is required, the matter
would also have to be submitted to the
Planning Commission for their approval.
After the decision is made on the site
(either the recommended site or a compromise location) Black and Veatch will
take approximately two more months to prepare preliminary site plans, renderings,
and cost estimates. They will also be
preparing construction phase recommendations during this period.
It is currently estimated that the first
phase of the Shops Complex will serve the
City through 1995. Black and Veatch wi 11
be studying what the needs of the Complex
would be between now and 1995, based on
estimated growth patterns, and submitting
cost estimates for that phase. Using the
same bas is, they wi 11 then phase and cost-~·out further needs of the Complex through
its ultimate use.
Once that study is complete, it will be
the responsibility of the Finance Department to see that money is placed in the
budget for the final design of the first
phase. Means of financing the construction are already being studied.
At this point in time, it is impossible
to tel 1 what will happen as this process
evolves, but the Committee is at least
hoping that the first phase of construction of the new Shops Complex can get
underway in 1983.

�STUDENT SCIENCE INTERNSHIP PROVES BENEFICIAL
On January 19, 1981, the Utilities Department and School District #1 jointly coordinated and implemented a senior high school
science internship. Meetings were held with
Mark Speed, Chief of Water Treatment and
Tom Feeley, instructor of water courses at
Community College of Red Rocks, to gain
added insight and assistance for the science
internship.
Job descriptions were posted at Highland
High School and Mapleton High School.
Seniors interested in the Plant Operator
Trainee Program then called David Bata,
Community Relations Specialist, for an
interview and the Plant Operator I test.
Selections were based upon interview and
test results.
Michelle Grise and John Ciancio from
Mapleton High School and Debbie Davidson
and Cam Boldan from Highland High School
were selected for the trainee program. The
students recently completed the internship
. program and received two full high school
credits, minimum wages, and, most importantly, a practical learning experience.

days a week, for one semester learning the
duties and responsibilities of a Plant
Operator.
Under the guidance and dedication of
Terry Jerman, Plant Operator at the Columbine Plant, all four students passed an
equivalent D State Plant Operator examination. The examination was actually
said to be equivalent to a mild "C" State
Plant Operator examination.
John Ciancio is currently working this
summer at the Thornton Well Fields. Cam
Boldan has been hired full time at the
Western Hills Treatment Plant a~ Plant
Operator. Michelle Grise and Debbie
Davidson are both seeking new careers

The student internship is unique and
is being expanded next school year to include student trainees in other areas of
the Utilities Department. There will be
student trainees in drafting, billing,
contract administration, and plant operation. School Districts #1, #12, #50, and
#14 will be encouraged to take part in this
program.

WOW! What a month! With the tornado
emergency and, before that, the flooding
caused by the heavy rains, the Public ~forks
Department has not slowed down for a minute.
We do wish to thank everyone who turned out·
to help with the clean-up.
We would also like to thank everyone who
turned out to help Maurice Vansoest celebrate his recent retirement. Thirty-seven
people had lunch at the Royal Fork in honor
of Maurice. We all wish him good luck.
Congratulations go to Beckie Gregory for
being selected as the Employee of the Month
for the month of May. Beckie has been doing
a great job since coming aboard in February.
She was honored at a luncheon.
John Smith was transferred from the
Streets Division to the Sanitation Division
to fill the position of Maintenance Worker

SUMMER CLASS REGISTRATION
Registration for the second five weeks of
classes this summer is coming up. Early
registration will be held on Saturday, July
11, from 9 a.m. to l p.m. at the Recreation
Center. Registration week follows, July 13
to 18. Thornton employees and their families may register as residents upon presentation of their Thornton employee cards.
MOVIE DAYS
Fridays during July are Movie Days at
the Recreation Center. Thornton employees,
bring your children down to the Recreation
Center on Friday afternoons, 3 to 5 p.m.,
and let them watch G-rated ~ovies while
they enjoy popcorn and orange drink--all
for 50¢. Don't forget--they'll need to
use your Thornton employee card to get in.
(Anyone under age 8 must be accompanied by
a parent.)
FREE OUTDOOR CONCERTS
Two free outdoor concerts are planned for
July--Nashville Jamboree on July 12, and
an American Jazz Festival on July 26. Both
concerts will be held at Pecos Park Amphitheter (behind Pecos Junior High School)
from 3 to 5 p.m. The entire family is
invited.
WATER CARNIVAL SCHEDULED
On the Fourth of July, there will be a
water carnival held at both pools from noon
to 6 p.m. Call the Recreation Center for
details (extension 265). The Recreation
Center will be closed Saturday, July 4.

Needless to say, we have been extremely
busy issuing reconstruction permits and
handling various calls since the tornado
earlier this month. Hopefully, things will
quiet down soon so we can catch up on our
regular duties.
The inspectors have started working a
four-day, 10-hour work week beginning the
first of June and continuing through the
end of August. The schedule was designed
to give better service to the public,
especially homeowners.
We would like to give a big welcome to
Colleen Asay from the Adams County Youth
Program, who will be working for us this
summer. We hope we will be of help to her,
as she has been a help to us in getting
some of our paperwork caught up.
After struggling with a calculator that
never gave us the same total twice for
the same figures added up, we got a new
calculator. The new one is so complicated
that Lorraine is about ready to start
counting on her fingers and toes--she
will probably come to work in sandals one
of these days!!!
Recently, two Annex employees were seen
riding in the rumble seat of a 1931 Delux
Model A Roadster driven by Ralph Overbay,
Chief Building Official. Ralph's hobby is
antique car restoration and he presently

has 17 antique cars in various stages of
restoration. When Ralph joined the City
of Thornton, he drove to Colorado in a
1954 MG-TF classic. Attention, Ordinance
Enforcement--those old jalopies you see
from time to time in the Annex parking
lot are antiques--no tickets, please!

Congratulations go to Diane Bird, who was
oficially promoted to Administrative Clerk
on May 21. Since Liz Miller retired from
the Thornton Treatment Plant, Diane has been
working solo--so she is looking forward to
getting some help when Michelle Campbell
starts working at the Treatment Plant as a
Clerk II on July 13.
Congratulations, also, to Michelle on her
graduation from high school. Michelle has
been working in the mailroom part-time for
about a year while finishing high school.
Diane moved up from the mailroom, also (the
old starting out in the mailroom routine-one of these days, they'll be president of
the company!!) and is happy to be working
with Michelle again.

Ike Clair retired June 4th, and he and
Mary Belle will be moving to Montrose,
where Ike plans to do a lot of fishing. A
party was held for Ike at the Eagles Club
with many friends in attendance.
Jeff Case accepted a position with the
Jack G. Raub Company. His good-bye
luncheon was held at the Holiday Inn on
June 19th, with 40 people attending.

There is a real void in the Utilities
Engineering division without Ike, Jeff, and
Steve. We miss them, and wish them all the·
very best in their new ventures.
We expect to have a full-time drafter on
June 29th--meanwhile, Jim Trott is doing
some drafting for us this summer before
starting college this fall at the University of Wyoming.

The Fire Department welcomes the following
new employees:
DEVRA ADJEMIAN, Clerk II. Devra started
with the Fire Department as a Home Surveyor
through a grant with Adams County Manpower.
When the grant expired, she applied for the
position of Clerk II. Devra attends Community College North part-time at nights.
CAMERON KASHANI, Part-time research analyst. Cameron is a student at Metro State
College, studying Economics. He is working
part-time on a residential sprinkler system
research project.
TRAVIS WILLIAMS, Firefighter IV. Travis
come to Colorado 8,000 miles from Ft. Pierce,
Florida on his motorcycle on a vacation--he
found that he liked it so much, he decided
to stay and find a job. He is married and
has one son.
DAVID CHADWELL, Firefighter IV. David is
from southern Orange County, California. He
was a firefighter and EMT there for for six
years, and fought forest fires with the
Forest Department. His hobbies are snowskiing, waterskiing, and backpacking.
LEONARD GIULIANO, Firefighter IV. Leonard
is from Westminster. He was a student at the
University of Colorado, Boulder, and plans to
finish his degree in Biology once he is
placed on a shift. He likes travelling long
distances.
MIKE GREBENC, Firefighter IV. Mike is a
native Denverite. He has a BA in Aerospace
Science, has a flight instructor's license,
and flies for the Civil Air Patrol. In
addition to flying, he enjoy~ waterskiing.
KENT REPLOGLE, Firefighter IV. Kent was
a firefighter for ten years with the City of
Bryan, Ohio. He is married an has two
children. He enjoys camping and snowskiing.

"Better Water for People Week" was a real
success.. Hundreds of school children toured
the Columbine Treatment Plant. The students
received a detailed explanation of how carefully their water is prepared before it enters their residence. After the tour, the
students were bused to City Hall for refreshments.
Many customers viewed the water conservation displays at the City Hall. There were
many pamphlets and various publications for
the taking concerning water conservation and
water-related topics.
Probably one of the most spectacular
events of the Open House was the "Great
Bucket Relay Race," held Saturday, May 9, at
10:00 a.m. Teams from the cities of Thornton,
Westminster, Northglenn, Brighton, Littleton,
Mission Viejo, Commerce City, Federal Heights,
Denver, and Adams County entered. We were
privileged to have a team from American Water
Works Association. The object of the race
was to transport a bucket of water as quickly
as possible with the least amount of waste,
from the Thornton City Hall to the Thornton
Water Treatment Plant and back. The Denver
Water Department won the race and a fine
traveling trophy. The results were as
follows:

This year a water storage symposium was
held on May 9 as part of '~etter Water for
People Week" with an overwhelming success
and participation. The one-day symposium
was co-sponsored by the City of Thornton
and Water for Colorado, a private organization of water suppliers, city officials,
and citizens who are spearheading an
effort to promote large scale water storage projects around the state.
Senator Fred Anderson, President of the
Colorado State Senate, gave the keynote
address to the participants of the seminar. Senator Anderson has historically
supported legislation in the General Assembly which would enable Colorado to manage
and put to use its remaining water entitlements. Senator Anderson stressed the
importance of foresight in the use of water
resources.
The Narrows and Hardin dam and reservoir projects were a few of the many issues
discussed at the seminar. The symposium
stressed that the Citizens of Colorado develop a coalition to participate in the
construction and benefits of storage projects along the Front Range. Also, the
underlying symposium theme was "How Should
Colorado Deal With Storage in Light of
Diminishing Federal Funds."
Six other speakers representing federal,
state and city governments, and private industry carried the message to 168 persons
attending the seminar that they must join
forces to protect Colorado water. The
seminar was held at the Holiday Inn, Interstate-25 and 120th Avenue.
