THORNTON EMPLOYEES' NEWSLETTER

City lvlgrs Report
The employee's Council was
initiated last May to interact
with City Management with regard to the 1980 Pay Plan.
Upon completion of the Pay
Plan recommendations, it was
decided that the committee
would continue to meet as an
organized way to obtain employee input to solutions for
general problems, some of
which merely evolved through
historical practices.·
In addition to Pay Plan
topics, in the future, the
members of this council will
be used as an employee sounding board. and a forum for communicating important City
happenings ... at all levels.
The original committee
consisted of approximatley
twelve employees with representatives from the Personnel Department. The composition and utilization of the
committee may be expanded and
changed based upon need.
In the past, the City has
lacked the proper avenue for
exchange of information. This
Committee, therefore, is a
very desirable addition, particularly in Li.qh t.. -o f the City's
growth and the need for dissemination of more information
throughout the different levels
of the organization.

Council
~TJIGHLIGHT
One of the two council representatives from Ward 3 is Dr.
Margaret W. Carpenter. Margaret's vocation is education.
She
received her Doctorate Degree in
Education in 1971 and currently
holds the position of Director of
Elementary Education with School
District #1.
Margaret's interest in Thornton
politics began vicariously in approximatley 1961 when her husband
was elected to Council. Jim served
as Mayor, Mayor Pro-Tern and Councilman until July, 1973 when he resigned. Margaret applied for the
Ward III seat left vacant by Jim's
sudden resignation. She was appointed by the Counci_l until November, at which time she was elected to complete Jim's two year term.
In November of 1975, Dr. Carpenter ran for a four-year term and
was elected in a three-way race.
From 1976-1978, she served as
Mayor Pro-Tern.
During her over
six years on Council, Margaret
served as Thornton's representative
on the Colorado Municipal League's
Policy Cornm.i, ttee; serving as its
Chairperson in 1978. She has
served on the C.M.L. 's Police and
Fire Pension Study Committee
since its inception. Presently,
Margaret is actively involved in
two sections of the Municipal
League, Women in Gov~rnment and
Mayors and Councilmember Section
for the past two years and is
currently serving as Chairperson
of that section.
Margaret states that her major
interests and/or concerns regarding
the City are:

Cooperation between
school and city,

Water acquisition and
storage,
3.
Proper land use planning
and

4.
Serious attempts to balance Thornton's income with expenditures as inflation continues to create havoc.

This new column in the "Chatter" proposes to answer those
perplexing questions city employees get from the public.
If there is a question you
would like_to have answered in
a future issue, send the question to Toddy Wobbema at the
Recreation Center.
She, in
turn, will seek out the respondent and publish it for
everyone's information.
Question l :
Is there a regular schedule on filling of
potholes in the streets of
Thornton?
Yes; each Friday or call 2895801, x 264, and give the
location of the existing pothole.
On an average, 2 trucks
are sent out each week and
calls by residents are encouraged; especially with all
of this rain.
DON FIELDS
Question 2: W~y does the water in Thornton taste so funny?
Funny (Ha, Ha) or Funny
(Strange)? Tastes and odors
are expressions of the same
phenomenom. They are termed
organoleptic thresholds (i.e.,
determined by sensing with
body organs).

Sources of T &amp; 0 are industrial
pollution, algae, mold, fungi, runoff, etc. Most of the T &amp; 0 problems stem from Columbine Plant.
At Columbine, there are 2 classes
of odors (tastes): Chlorinous
and earthy-musty. The chlorinous
odors are by-products of the super chlorination process used at
Columbine at romove arr~onia - a
result of the reaction between
chlorine and organics in the water. The earthy-musty odors are
organic molecules present as a
result of biological processes,
namely algae and possibly fungi in
the raw water (either wells or
lower Clear Creek ditch). Last
month, the odor quality of lower
Clear Creek decreased to the
point at whcih well water had to
be blended with ditch water to
reduce odor levels.
Powdered Activated Careon (PAC)
is the treatment chemical used in
conjunction with potassium permanganate (KMno4) for odor control.

Question 3: Why are the parking
lots at the Recreation Center and
the Public Safety Building taking
so long to be completed?
Tests by an independent soils
engineer have shown that the
asphalt in the parking lot of
the Recreation Center was originally placed on an improperly
compacted base, and will surely
fail, if it is now overlayed._
The other two parking lots
cannot be paved now because the
contractor priced and bid the
project considering that his
asphalt subcontractor would come
in -once td complete the paving of
the three areas.
A change order must go now to
City Council so. that they may consider the complete demolition and
replacement of the original faulty
pavement at a very reasonaSle price.

Recently hired as a firefighter was Richard Lee. Rick,
who came from Denver where he
worked as a glazier for Acme
Glass Company, is married and
has two children. He resides
i Thornton. Good luck to you.
The Thornton Fire Department
is researching a system which
enable the department to communicate with speech and hearing impaired residents and visitors of Thornton.
Part of the research is to
identify the number of persons
that will require this type of
service.

Klein.

Reather and his wife, Lauris, are
the proud parents of a beautiful
baby girl.

SERVICE AWARD LUNCHEON - A
luncheon was held at the Black
Angus Restaurant on Wednesday,
August 15th to honor police
employees with five or more years
of service. They were also presented with gold badges .as a tribute to their loyal, conscientious
service.

FALL LINE-UP - Dancercize, trimnasties I, II, Pottery, Ceramics,
Karate, Ethnic Cooking, Disco
Dance and Macrame are amon the
evening adult classes to be
offered at the Recreation Center
this fall.
Children's classes extensively
include Itty Bits, Art, Cooking,
Tap, Ballet, Bowling, Roller Skating, Karate, Gymnastics and
Super Sitters.
Registration will be held Sept.
4-8.
If you haven't already received a brochure at home (for
those city employees residing in
Thornton), they will be available
at City Hall and the Recreation
Center.
Thornton employees are reminded
that they are considered as residents when registering for a class
at the Recreation Center, but must
present their employee identification card when doing so. This
will eliminate the $2.00 non-resident fee charged.

like to welcome Peter DiDomenico
to our ranks. Pete has recently
joined us as a full-time staff
rne:mber, replacing Jeff Welch in
the position of Recreation Leader.
His responsibilities will include center supervision, class
instruction and tournament organization.
Pete comes to us from the---0range-town Youth Recreation Association
in Orangetown, New York. He has
been working for Thornton as a

was also employed by the Adams
County School District #12
as a part-time physical education
teacher.

playing on a team in the Co-Ed
Volleyball league at the Recreation Center this fall should

There
are two leagues;
Tuesday night,
Competitive and Thursday night,
Recreational.
There is a $50.00 entry fee
per team.
Based on the number
of individuals who call in,
we will 1.) try to place you
on a team or 2.) organize a
new team of city employees
and their spouses.
That's
right, they can play too.
Deadline for team registration is September 10.

a four-day work week.
Employees
put in a 40-hour week by working
10 hours a day, for days a week,
thereby eliminating one day of
driving completely.
Days off are
staggered among the employees in
each department so that there is
no deficiency in the workload or
cut in business hours.
