citizens of Adams County that the
Thornton Communications TDD/TYY
Center now has equipment to communicate with the deaf, hearing,
and speech impaired. THIS SERVICE
IS FREE.
The "Thornton TDD/TTY Communications
Center" will _accept emergency calls
for police, sheriff, fire &amp; ambulance
anywhere in the Adams County area, i.e.
Brighton, Federal Heights~ Northglenn,
Thornton and Westminster.
To be able to use this free service,
you must register with the 11Thornton
Communications TDD/TTY Center". At
this time~ you will receive an identification number, emergency codes and
the emergency phone number.

A lottery is 11a game of chance11 in
which people buy numbered tickets and
prizes are given to those whose numbers
are drawn by lot.

The passage of the Lottery
Bill on November 4, 1980 can
mean a great deal to you. Monies
that are generated through ticket
sales will be redistributed to eact
municipal Parks and Recreation
Department on a per capita basis.
To develop a positive attitude
toward the lottery bill among the
general public it is necessary to
publiciz~ the positive effects the
bill will have. To fund this
promotion campaign, and also as a
form of promotion a raffle has
been established.

LOTTERY FACT SHEET
A. In 1975 the legislature passed a
referred statute to authorize creation
of a state sweepstakes with proceeds
to qo to the Conservation Trust Fund.
1: In November, 1976, Colorado
voters approved a measute authorizing
the conduct of a Colorado sweepstakes.
2. The bill was ruled unconstitutional on October 10, 1978.
3. House Concurrent Resolution 1007
was introduced in 1979 calling for a
constitutional amendment to authorize
a state lottery. The resolution was
p~ssed by both houses by the required
2/3 vote and will be placed on the
ballot on Tuesday, November 4, 1980.
4. The Conservation Trust Fund is
available to all counties and cities
to provide funds for park and open
space acquisition and development.
B. Some 29 states now conduct some
kind of lottery. These states generate
an average of $25.70 per capita in
lottery ticket sales. Based on Colorado's estimated population of 2,700,000
people, we can expect gross. sales of
approximately $69,000.000.
C. Many indirect benefits will also
occur. As many as 400 new jobs annually
will benefit from these funds. Private
enterprise will realize millions of
dollars in new business.

EMPLOYEE RAFT TRIP
The organizational meeting for the
Employees• River Raft Trip is Tuesday,
June 2 at 7:30 P.M. at the Community
Building, 2151 E. 95th.

Joel Sidell will be on hand to discuss all aspects of the trip: what to
bring, what to wear, where we are going,
etc. in general, to answer all your
questions and to collect money ($85)

14 &amp; 15 and anyone who is interested
in going can still sign up. Just
come to the meeting.

CONGRATULATIONS!
Cary R. Palmer, 9780 Steele St.,
utilities director for the City of
Thornton, will be among the first
graduates May 31 of a Master of
Public Administration in Executive
Management program at the University
of Denver. Palmer and Gerald W.
Backhaus, Thornto~ traffic engineer
(photo not available), both will
receive their MPA degrees in commencement exercises at the DU Arena.
The special program was inaugurated
by the University of Denver to
enable experienced managers in public
and government-related jobs to earn
an advanced degree suited to their
needs without interrupting their
professional careers.

RECREAllON REPORT

The Recreation Center will be
closed for all activities the week
of June 1-8 as new carpeting is
being installed; however, on Saturday
June 7 from 9AM to 1PM, early registration for summer classes will be
held in the gym at the Rec. Center.
Registration follows June 9-14 with
classes beginning June 16.
The Country Swing dance class
hopes to be a popular one this summer. It is scheduled for Wednesday
evenings frdm 6:30 to 7:15.
A Bicycle Rodeo is scheduled for
June 28 and will feature an obstacle
course; relay races and bicycle and
road safety session. It will be
held in the Community Bldg. Parking
lot beginning at 9:00 AM. It's open
to all children 13 and under and
parents are encouraged to attend.
Please sign up by June 21 at the
Center. Certification of Award will
be presented to all attending.

Setter Water (Con t)
This year, a coloring contest and
a science fair were added to involve
3rea students in real and practical.
learning experiences. The coloring
contest was made up of coloring in
a picture with the theme of water
conservation. There were two divisions, elementary and junior high
)Chool. The winners of each division received $25 (1st prize), $15
(2nd prize) $10 (3rd prize, and
certificates.
The science fair was open to all
~lementary, junior high, and high
school studen:s. Area students
designed and entered water related
projects in our contest. Awards
were given out for three places in
each division, 1st place ($100,
ribbon and certificate) 2nd place
(plaque, ribbon and certificate)
Jrd place (ribbon and certificate)
~Tl awards were given out at an
~wards presentation by the York
Junior High Band under the direction
of Wes Showalter.
Probably one of the most spectacular events of the Open House
was "The Great Bucket Relay Race"
held on Saturday, May 10, at 10AM
Teams from the Cities of Thornton,
Westminster, and Northglenn entered.
The object of the relay was to
transport a bucket of water as
quickly as possible with the least
o
~nt of waste from the Thornton
C. y Hall to the Columbine Water
Treatment Plant. The Thornton
Police Department won the race and
a fine traveling trophy.
Many area businesses and grocers
donated food, facilities, door
prizes, and supplies for the Open
House events and door prize drawings.

To draw further attention to the
event, a local hospital's "Flight
for Life rescue team and helicopter
and the Thornton Fire Department
were on display daily. The result
of all this has been a better and
growing relationship between the
Utilities Department and our
customers.

Free water conservation films
were shown in the City Hall Courtroom daily.
To enhance the theme
of water conservation, there were
displays of water saving devices,
home water irrigation systems, and
other water conservation displays.
The Thornton Utilities customers
were invited to ~njoy free hot dogs
and coke at the City Hall. There
w~s a clown giving out baloons and
lollipops to the children.

SCHOOL REGISTRATION: Registration for
the summer semester at Community College
(North Campus) is Wednesday, June 4, 1980;
University of Colo. at Denver, June 2,3
(late registration June 9 and Metro
State College, begins June 2.
Reminder If you intend to be reimbursed
by the City for your tuition and book
cost at the end of the semester or
quarter, the "Tuition Reimbursement"
form must be completed and signed by
the Department Head and Personnel Director
before you register.
PAY PLAN: Please be encouraged to attend
the Thornton Employee Council meetings.
We are working actively on the 1981 salary
and fringe benefits package to be presented to the Career Service Board by
July 1, 1980.
The meetings are held
weekly and exact dates and times can be
obtained from your supervisor or by calling the Personnel Dept., Ext. 231. Notices
are also placed on bulletin boards at all
City buildings.

EDITORIAL
It's summer and there is probably
a lot more on our minds than articles
for the City Chatter, but the next
time you are dazing out the window
wishing you were soaking your feet
in a cool stream, think instead,
about writing an article for the
Chatter. The monthly newsletter is
for employees and about employees.
Are there topics we should be covering? Are there questions you would
like to have answered? The novel
aspect of a newsletter of this kind
is that it reflects the attitudes
of its writers, whether it be humor,
enthusiasm or apathy.
The deadline for articles each
month is the 15th, but we can fudge
a few days beyong that just for you.
Toddy Wobbema puts it together and
she can be reached at 265. Let's
participate!

GREAT BUCKET RELAY
BETTER WATER FOR PEOPLE WEEK The
Thornton Ot1lites Department recently held their second annual
"Better Water For People Week" Open
House and it was a real success.
Over 2,500 customers became personally involved in learning more
about their water.
During the three day event (May
8-10, 1980) many customers enjoyed
the Columbine Water Treatment Plant
tour. Shuttle buses took scheduled
school classes and interested parties from the Thornton City Hall to
the Columbine Water Treatment
Plant every hour. At the Water
Treatment Plant, Thornton's expert
personnel gave the people a detailed
explanation of how carefully their
water is prepared before it enters
their residence.
