On October 13, the 1981 Budget of
$33,514~300 was approved by the City Council.
The General Fund Budget of $10,170,800, the
main operating fund of the City, includes a
17 percent increase over 1980. The principal
objective of the budget is to maintain services at expenditure levels which are within
available revenues. To accomplish a balanced
budget, nearly $2 million was cut from expenditure requests for needed or desired
programs.
Several programs will be improved to meet
demands for service or to provide support
through the addition of new positions scheduled for June, 1981. Eight positions are
being added to the Police Department, five of
which will be assigned to a new unit defined
as a "React Team," and three of which are
being added to keep pace with connnunity
growth and allow for quicker response to reported incidents. The React Team will have
the capability of impacting specialized
problems such as narcotics, high risk crime
areas and other problem areas which require
more attention than current personnel allows.
The Fire Department will be adding another
paramedic unit, consisting of three firefighters, who respond from the station at
112th and Colorado Boulevard. A clerk is
also being added to handle the growing
amount of paperwork.
A secretary will be hired to provide
secretarial services to the new full-time
City Attorney and soon-to-be employed Ee- anomic_ Development Director, and a permanent,
part-time position in the Municipal Court
will be converted to regular full-tim~ status,
An Accountant will be added in the Finance
Department to perform internal auditing and
oversee routing and special accounting
activities. To increase inventory control and

prepare for anticipated expansion of the
stock room supply of parts, equipment and
material, a Stock Clerk position is being
added.
Community Development increases will include a new Building Inspector, a Public
Works Clerk, two Maintenance Workers in the
Sanitation and Parks Maintenance Division,
a Recreation Leader, an Administrative
Secr~tary for Parks and R~creation, and a
new- Planner.
Other items of note for next year include:
1. Construction of a fourth fire station.
2. An expanded Economic Development Program.
3. Increased attention to establishing performance standards for City jobs.
4. Beginning construction of a new City
Hall - Public Safety Complex.
5. Expansion of data processing programs for
financial and statistical reporting.
6. Review of new technology and procedures
for the trash collection operation to im.prove efficiency.
7. Utilization of more plastic striping
materials on City streets in lieu of
paint.
8. Revision of procedures for snow removal
operations and the addition of a plow.
9. Reorganization of the street maintenance
operation to oversee and pre-plan activities.
Each year the budget becomes a more difficult task, and I wish to acknowledge and thank
both the staff and the Council for the hund~
reds of hours devoted to the 1981 budget.

scheduled to be held at the Thornton Recreation Center, November 24 through November 26.
These workshops are for all ages--children

Recreation Center, 2211 Eppinger Boulevard,
through November 17. Classei are being held
afternoons and evenings, with baby-sitting
_ service provided.

1981 marks the 25th Anniversary of
Thornton's incorporation as a city. A
number of events are being planned to
c e Leb r at e the occasion. One of these is a
new, improved version of Festival Days. A
committee of residents and businessmen is
currently working on organizing this threedar event, which will take place May 29 - 31.
To raise funds to finance Festival Days,
the committee has arranged a coupon book
sale with McDonald's of Thornton. The_coupon
books, which have a redeemable value of
_$12.00, are being sold for $2.00. The
