One topic of interest to many citizens in
the past several months has been the City's
position on cable TV.
Since many of the
employees are also concerned citizens, an upto-date report on the subject might be in
order.
The subject of cable TV is not a new one.
It has been around the metropolitan area for
at least 10 years, and brought up for discussion in Thornton at least once every year or
two during that period. The reason no one in
Thornton got all that interested in the past
was because cable was economically feasible
only in .those parts of the m~tropol itan area
where Denver .t e l ev is i on signals cou l d not be
received. Many other iities did issue permits to one or more companies to install cable equipment within their city boundaries.
Now that the cable comp~nies fin~lly feel
that cable television is financially feasible
most cities that i~sued permits sever~] years
ago have merely updated those permfts.
Thornton never issued any permits. Now
that construction is beginning to take place
in those cities which did, the problems inevitable with any project of this scope are
beginning t6 crop up, not only here in Denver
but all over the country.
At this poi~t, it
would seem that Thornton was correct and·
farsighted in its thinking in not rushing into.the m~tter until the ~hole picture (no pun
intended) could be seen and evaluated.
We now have the opportunity to build into
our bidding process the solutions to many of
the problems being experienced by
other
c1 ties. · Tom Clouser has spent a lot of time
in the past year contacting representatives
of cities all over the co~ntry. and talking

with a consultant who is available through a
cable information organization to which the
City belongs.
Late last year, he began preparing. an ordinance g1v1ng the City the
authority to issue permits and stipulating
controls which the City could exert over companies operating within its limits.
That
ordinance wis approved by the City Council on
February 10.
Requests for Proposals (RFPs) were picked
up by nine of the eleven companies who had
originally shown an interest in building in
Thornton.
These nine include all of the
companies that are currently constructing
facilities in other cities in the metropol itan area.
T~e dead! ine, unless extended,
for the receipt of proposals from these nine
companies fs June 12.
Upon receipt of the proposals, a consult~
ant has been retained to evaluate them, seek
clarification on any unclear statements, and
meet with the City Council to aid them in
making a determination as to which company,
if any, will do the best job. The evaluation
period is scheduled ~o be complete in aprox1mately 90 days from receipt of the proposals. The target date for issuance of the
permit (s). is early fa 11 .
Since it takes time for any company to
mobilize, construction will probably begin
in the spring of 1982, but could begin as
early as late this fall. Actual construction
time for th~ total City network is one of
the bid i terns.
It wou 1 d be to any company's
advantage to propose the least amount of
con~truction time; however, that is not the
only it~m which must be taken into consideration.

UTILITIES TRAINING PROGRAM

Placement Coordinator for School District
No. 1, have coordinated the program. Credit goes to the Plant Operators for giving
of their time to help the interns, with
special credit due to Terry Jerman.

The Utilities Department has been conducting a cross-training program in order
to familiarize each Division with other
Divisions within the Department. All sessions are meeting in the Conference Room at
the City Hall Annex on Friday mornings from
8:30 to 10:30. Topics being covered a~~:
Water Resources (Walid Hajj), Water Treatment (Mark Speed), Engineering and Maintenance (Bud Elliot), Water Quality (Annette
Barnard), Utility Billing (Jim Lease), Public Relations (Dave Bata), and Contract Administration. Procedures (Miriam Black).
According to those w~o have attended, the
sessions have been very interesting
and
helpful. All Utility employees are invited
to attend.
STUDENT TRAINEES AT
COLUMBINE PLANT
Four seniors from Highland and Mapleton
High Schools have been selected as trainees
with Thornton Utilities Department at the
Columbine Treatment Plant.
The seniors
(Debbie Davidson and Cam Bolden of Highland
and John Ciancio and Michelle Grise of
Mapleton) had to pas~ the Plant Operator I
test, which is the same test· given to any
plant operations applicant.
The trainee
program lasts one semester and the students
receive 2 credit hours plus an hourly wage
of $3.80.
The program combines classroom work~ onthe-job training, and tours of water treatment faciliti~s.

Heiden, born Friday~ March 6, at Lutheran
Hospital. Travis weighed in at 7 pounds,
9 3/4 ounces, and ts 21 inches long. After
three false alarms, on the big day, Ken had
to spend 15 minutes looking for his car keys
before they could 1 eave for the hos pita 1 !
Ask the proud papa,· a meter reader in the
Utility ~illing Department, to show off the
photos he took during the delivery!

our Department this month.
They are Dave
Glass and Lisa Woros.
Dave is a college
student who is doing an internship for us.
Right now he is working on the Solid Waste
Transfer Station Study.
Lisa is an Adams
County Youth Employee working in the Traf-.
fie section of the Engineering Division as
a Traffic Engineering Aide.
Our new . furniture arrived this past
week. These are desk units, and they will
·accomodate Howard McGee and Don Fields.
Now, if we can only get our phones in and
straightened out, we should be all settled
once more.
With the two latest employees~
we now have fifteen people in our area.
Our congratulations go to Jim Scheer,
Equipment Operator in the Sanitation Division, for being selected as Employee of the
Month for the month of February.

honored at a luncheon.
