Specifications were sent to various organizations knowledgable in ~he field of planning this type of f~cil ity. The Committee interviewed representatives from each of the organizations submitting proposals and unanimously recommended the firm of Black and Veatch, a comp~ny which has done the planning of s~veral similar facilities i~ the past. The City Counc;] and the Uti 1 ities Board each authorized payment of $21,750 for an agreement w:th Black and Veatch totalling $43,500, which is to include the preliminary planning and recommendation of a site for the complex. They will be analyzing several sites, selected by the Planning Department, and evaluating them in terms of access by City equipment, community needs and concerns, and traffic impact. The agreement will also include prel iminary.bui !ding layouts and soils tests. Black and Veatch will then. make recorrmendations based on their analysis of each of the.criteria and submit them for approval to both City and Utilities Administration. When the Administration agrees upon the site, Black and Veatch will present recommendations to both the Utilities Board and, for final approval, to the City Council. *~*~*~* Should the zohing of the recommended site not be that which is required, the matter would also have to be submitted to the Planning Commission for their approval. After the.decision is made on the site (either the recommended site or a compromise location) Black and Veatch will take approximately two more months to prepare preliminary site plans, renderings, and cost estimates. They will also be preparing construction phase recommendations during this period. It is currently estimated that the first phase of the Shops Complex will serve the City through 19~5- Black and Veatch wi 11 be studying what the needs of the Complex would be between now and 1995, ba$ed on estimated growth patterns, and submitting cost estimates for that phase. Using the same basis, they will then phase and cost out further needs of the Complex through its ultimate use. Once that study is complete, it will be the responsibility of the Finance Department to see that money is placed in the budget for the final design of the first phase. Means of financing the construction are already being studied. At this point in time, it ts impossible to tell what will happen 2s this process evolves, but the Committee is at least hoping that the first phase of construction of the new Shops Complex can get underway in 1983. Hl:iVE A HAPPY FOURTH OF drJLY *~*~*~* �STUDENT SCIENCE INTERNSHIP PROVES BENEFICIAL On January 19, 1981, the Uti 1 i ti es Department and School District #1 jointly coordinated and implemented a senior high school science internship. Meetings were held with Mark Speed, Chief of Water Treatment and Tom Feeley, instructor of water courses at Community College of Red Rocks, to gain added insight and assistance for the science internship. Job descriptions were posted at Highlanq High School and Mapleton High School. Seniors interested in the Plant Operator Trainee Program then called David Bata, Community Relations Specialist, for an interview and the Plant Operator I test. Selections were based upon interview and test results. Michelle Grise and John Ciancio from Mapleton High School and Debbie Davidson and Cam Boldan from Highland High School were selected for the trainee program. The students recently completed the internship program and received two full high schriol credits, minimum wages, and, most importantly, a practical learning experience. With the tornado emergency and, before that, the flooding caused bY the heavy rains, the Public ~orks Department has not slowed down for a minute. We do wish to thank everyone who turned out to help with the clean-up. We would also like to thank everyone who turned out to help Maurice Vansoest celebrate his recent retirement. Thirty-seven people had lunch at the Royal Fork in honor of Maurice. We all wish him g-0od luck. Congratulations go to Beckie Gregory for being selected as the Employee of the Month for the month of May. Beckie has been doing a great job since coming aboard in February. She was honored at a 1 uncheon. ' John Smith was transferred from the Streets Division to the Sanitation Division to fill the position of Maintenance Worker II. Good luck to John. S.B. -2- days a week, for one semester learning the duties and responsibilities of a Plant Operator. Under the guidance and dedication of Terry Jerman, Plant Operator at the Columbine Plant, all four students passed an equivalent "D" State Plant Operator examination. The examination was actually said to be equivalent to a mild "C" State Plant Operator examination. John Ciancio is currently working this summer at the Thornton Well Fields. Cam Boldan has been hired full time at the Western Hills Treatment Plant as Plant Operator. Michelle Grise and Debbie Davidson are both seeking new careers this fall in nursing. The student internship is unique and is being expanded next school year to include student trainees in other areas of the Utilities Department. There will be student trainees in drafting, billing, contract administration, and plant operation. School Districts #1, #12, #50, and #14 will be encouraged to take part in this program. Hopefully, things will quiet down soon so we can catih up on our regular duties. The inspectors have started working a four-day, 10-hour work week beginning the first of June and continuing thtough the end of August. The schedule was designed to give better service to the public, especially homeowners. · We would like to give a big welcome to Colleen Asay from the Adams County Youth Program, who will be working for us this summer. We hope we will be of help to her, as she has been a help to us in gettin~ some of our paperwork caught up. Ralph's hobby is antique car restoration and.he presently has 17 antique cars in various stages of restoration. When Ralph joined the City of Thornton, he drove to Colorado in a 1954 MG-TF classic. A party was held for Ike at the Eagles Club with many friends in attendance. Jeff Case accepted a position with the Jack G. Raub Company. His ~ood-bye luncheon was held at the Holiday Inn on June 19th, with 40 people attending. Steve Jones left on June 25th to accept a position with Phillips Petroleum Company in Salt Lake City. . There is a real void in the Utilities Engineering division without Ike, Jeff, and Steve. We miss them, and wish them all the very best in their new ventures. Hundreds of school children toured the Columbine Treatment Plant. The students received a detailed explanation of how care..:. fully their water is prepared before it enters their residence. After the tour, the students were bused to City Hall for refreshments. Many customers viewed the water conservation displays at the City Hall. There were many pamphlets and various publications for the taking concerning water conservation and water-related topics. Probably one of the most spectacular events of the Open House was the "Great Bucket Relay Race," held Saturday, May 9, at 10:00 a.m. Teams from the cities of Thornton, Westminster, Northglenn, Brighton, Littleton, Mission Viejo, Commerce City, Federal Heights, Denver, and Adams County entered. We were privileged to have a team from American Water Works ·Association. The object of the race was to transport a bucket of water as quickly as possible with the least amount .of waste, from the Thornton City Hall to the Thornton Water Treatment Plant and back. The Denver Water Department won the race and a fine traveling trophy. Spilled Bucket This year a water storage symposium was held on May 9 as part of '~etter Water for People Week" with an overwhelming success and participation. The one-day symposium was co-sponsored by the City of Thornton and Water for Colorado, a private organization of water suppliers, city officials, and citizens who are spearheading an effort to promote large scale water storage projects around the state. Senator Fred Anderson; ·President of the Colorado State Senate, gave the keynote address to the participants of the seminar. Senator Anderson has historically supported legislation in the General Assembly which would enable Colorado to manage and put to use its remaining water entitlements. Senator Anderson stressed the importance of foresight in the use of water resources. The Narrows and Hardin dam and reservoir projects were a few of the many issues discussed at the seminar. The symposium stressed that the Citizens of Colorado deveiop a coalition to participate in the construction and benefits of storage projects along the Front Range. Also, the underlying symposium theme was "How Should Colorado Deal With Storage in Light of Diminishing Federal Funds." Six other speakers representing federal, state and city governments, and private industry carried the message to 168 persons attending the seminar that they must join forces to protect Colorado water.
