GROUNDBREAKING FOR
MUNICIPAL COMPLEX
After several days of damp, dreary
weather the sun broke through the afternoon clouds just in time to provide warm,
auspicious weather for the groundbreaking of the City's new municipal
complex on October 23rd.
. City Manager Jerry Hagman welcomed
approximately 300 guests to the ceremony
site on the hill on 96th Avenue overlooking the city. Mayor Margaret
Carpenter introduced many of those
present for the event, including former
Councilman Mike Schoenberg who had come
from Florida for the groundbreaking
ceremony.
Mayor Carpenter spoke of the development of Thornton since it's beginning
in 1953 and of the citizens, councilmembers, and staff who have worked long
and hard to create the present city of
nearly 45,000 people.
Jerry Seracuse of Ser~cuse, Lawler &amp;
Partners, the project architects,
presented the Mayor and the City with an
artist's drawing of the new complex.
(The drawing is now hanging in the front
stairwell of City Hall.)
After the ceremony was concluded by
the traditional turning over of shovelsful of dirt by the Mayor and Councilmembers, the City hosted a reception at
The Ranch.

Special thanks for the success of the
event should be given to the Public
Works employees who made the site usable
after several days of rain; the police
officers who handled parking and traffic;
and the City Manager's staff who planned
and coordinated the ceremony and reception.
Planning for the City's new municipal
complex began in 1978 with the acquisition of the site. It was chosen because
of it's prominence, magnificent view,
and the City's belief in the development
potential of the surrounding area.
The complex~ designed by Seracuse,
Lawler &amp; Partners, will consist of 96,000
square feet of space. One building will
contain offices for the Mayor and City
Council, the Council Chamber, and offices
for City Departments. Three stories will
be above grade and one below grade. A
second building will house the Police
Department, Municipal Court, and Fire
Department Administration.
Access to the site from 1-25 will be
provided by a recently approved interchange
at 94th Avenue.
Financing for the $6.5 million project
will come from current revenues and from
sales tax revenue bonds.

Congratulations are in order for Sgt.
STEVE BARGER and his wife, Karen. On
September 30, at 10:44 p.m., they became
proud parents of a little boy (not so
little!)--Philip Steven entered this
world weighing 8 pounds 2 ounces, and
measuring 19 inches long. Mother and baby
are doing fine.

Technician ROBERT C. MARTIN, of the
Detective Division is having approximately
an 80% success rate in recovering items
taken in burglaries and returning them to
their rightful owners. Due to his daily
rounds of taking pictures of items sold at
the gold and silver shops, victims are able
to come in and view the photos and identify
--------their property.--·Good job, R.C.-!
This RW would like to thank Captain
WILLARD, Sergeant HORST, and the Detective
Division for their efforts in trying to
track down her stolen wheelchair. Even
though it wasn't found, I really appreciate
what they did.

begin to protrude.
The bones of my pelvis will make their
initial appearance-A testament to my relentless abstention
from food,
Starting on Monday.
But on Tuesday a friend came for coffee and
brought homemade muffins.
And Wednesday I had to quit jogging because
of my back.
On Thursday I read in the paper an excess
of egg yolk
Would clog up my vessels and certainly
cause an attack.
On Frida,y we ate at the Goldfarbs', she
always makes cream sauce,
And always gets sulky if people don't eat
what she makes.
On Satu:r&gt;da,y evening we went with the kids
to the drive-in.
I begged for a Fresca but all they were
selling were shakes.
On Sunday my stomach oozed over the top of
my waistband,
And filled with self-loathing I sought
consolation in pie
And the thought that Onassis could bribe
me with yachts and with emeralds
But still I'd refuse to taste even a
single French fry ...
Starting on Monday.

TODDY and Steve WOBBEMA have become parents--a baby girl, Sara Ruth, entered their
lives on October 3, 1981. She weighted 7
pounds, 4 ounces and (of course) has
beautiful red hair. Congratulations, Steve
and Toddy!!
The staff at the Recreation Center would
like to issue a challenge to all interested
parties for a vigorous and fun game of
basketball. We play on Tuesdays and Thursdays at noon. If you think you're good
enough, bring your tennies and come on down.
(What do you say, Dave B.???--its a little
late for tennis and the water is beginning
to freeze!)
The Recreation Center will be
sponsoring a HALLOWEEN HOOPLA
tomorrow, .October 31, at
Glazier's Barn.
There is still
time to purchase
tickets, so if you
are interested,
pl ease ca 11 the
Recreation Center
right away. Featured at the HOOPLA
will be a costume
contest, apple bobbing,
food and refreshments, and a
barn dance with Alive and Kickin playing
down-home country music. Tickets are $3.00
per person.

activities began on Monday, October 26, and

Lines Maintenance has been very busy
this past month. We flushed all theTf r e
hydrants in the system and now we are
making repairs on the ones that aren't
working properly.
The only person who wasn't busy was DON
DeRENZO, our Sewer Crew Leader, who just
returned from a month-long vacation. He
went back east, up to Canada--even visited
Niagara Falls. He had a marvelous time,
but we are sure glad to have him back.
It seems like our Water Crew Leader (a
Safety Committee member, incidentally),
JEFF TerAVEST, is taking out his frustrations on one of his men, ROD JOHNSON,
by hitting one of Rod's fingers with a
hammer, breaking it! (It really was an
accident, but we like giving Jeff a hard
time about it.)
Come down to the shops and see the
improved Conference Roo~--Utilities
painted it and cleaned 1t up a~d we go~,
new chairs. It really looks different ..

Personnel welcomes JAN YOUNGER as
personnel secretary. She worked for the
City of Westminster personnel department
before joining the City of Thornton
personnel staff. Personnel also welcomes
SANDY COPE, temporary Clerk II, who is
helping with the transition into the new

The Public Works Department wishes to
congratulate AL ALVA, Equipment Operator
in the Streets Division, for being selected

the month of August. Al was honored at a
luncheon. Keep up the good work, Al!
Not too much going on now to report.
Everyone is gearing up for the snow and
ice control that is due to begin shortly.
New snow routes are being drawn up now
and will be ready for viewing shortly.
Also much street work and pavement marking
have been completed recently.

Utilities Engineering is happy to have
MARIE JUDISH back with us this fall. She
assisted LIBBY LEOPARD with clerical
duties this summer, and will be working
part-time during the school year, again
assisting Libby. Assistance in the drafting section is being provided by MATT
LAFFERTY, a senior from Mapleton High
School, who will be helping us out until
January.
Libby is packing for another exotic
vacation. Last year about this time she
visited Fiji. This year, she is going on
a cruise to the Mexican Rivi era on the
Pacific Princess (the Love Boat). She
leaves on November 14, so you still have
time to wish her a Bon Voyage!!

and his wife, Jan, became parents on
October 24. Their daughter's name is
