JOHN CARPENTER will be joining the
City staff on December 1 as Director
of Economic Development. He was
.chosen from over 80 applicants for
the position, 5 of whom were brought
to Thornton for personal interviews.
John is coming to the City from
Springfield, Illinois, where he has
been Deputy Chief of the State Office of Development Assistance. That
position involved providing.service
·to 85 southern Illinois counties in
the areas of downtown development
programs, EDA grants, and the Illinois Civic Cent~r program.
He helped develop the Illinois
Main Street Program for assisting
communities With their revitalization efforts and supervised the
State's Economic Development Profile
Program which provided assistance
for industrial development and
financing. He also wrote the State's
manual on the use.of tax increment
financing.
In Thornton, John will be developing and implementing the City's
commercial and industrial development program. He will also work
closely with the Thornton Development Authority.
All that construction going on in
Main City Hall on the second floor
is preparation for office space for
John!

again this year, on
December 23, using
the same format as we did
YOU
last year--a pot luck is
planned,
and everyone who
ARE
wants to bring a dish does
INVITED.
so. For those who would
find bringing a dish in~b- ~~~, convenient (or almost impossible in some cases)
they are urged to bring
things like pickles,
cheese, etc. For those who would like to
not have the bother of bringing either, it
is suggested that they donate a dollar
towards the meat. Depending on how much
money is received, a ham or r-oast (or both)
is baked and sliced (by someone who is
nice enough to donate their time) and this
is the meat dish around which the rest of
the meal is planned.
We try to stay away from the plannedformat of y0-u bring this, etc. and prefer
to let things work out in an informal
manner.
Lunch starts about 11 :30 and finishes
about l :30 to 2:00 p.m., and held in the
basement of ~ity Hall. This lets the
various departments take their lunch break
at City Hall and still maintain assigned
work schedules. We think it is also nice
if employees ask wives, husbands, special
friends, or anyone they would like to have
join them for a holiday lu~ch, to meet
them at City Hall for lunch.
NOTE: This lunch is not intended to
replace any of those veryspecial, very
nice holiday things that take place in
many departments.
A letter giving a11 the details will be
distributed to all employees during the
first week in December by a member of the
Christmas Lunch Committee. The Committee
is made up of one person from each department/division/~roup. Be sure to let the

A very special congratulations

Sanitation Supervisor in our Sanitation Division.
Steve was recently
chosen as the City's Employee of
the Month.
Steve is a very conscientious and dependable worker. He
was honored at the City Council
meeting held on October 26th ~ith an
engraved plaque and a check for
$25.00. Keep up the good work,
Steve, and we are proud to have you!

As some of you may have noticed,
traffic signals at the intersection
of 112th Avenue and Colorado Boulevard are finally under construction.
We have had a few minor complications
but with any luck, the signals will
be operating by next week.
We would also like to congratulate TRENT KITE, Acting Crew Leader
of the Streets Division, for being
selected as the Public Works Employee
of the Month for the month of
October. Trent has been a tremendous
asset to the Streets Division. He
was honored at a luncheon.

Kirk resigned,
effective November 30, to pursue his
own electrical contracting business.
He was honored at a luncheon at the

On October 15, 1981, the Utilities Board
gave an Outstanding Er.:ployee Award and
special recognition to liUBERTA HILL, City
of Thornton Ditch Rider. Huberta Hill
joined the Water Resources Division in
1979, and has always displayed outstanding
employee qualities.

Huberta' s most recent ac comp.l.i shmerrt
was the discovery of the Conoco Oil Refinery discharge that 2ight have had a
serious impact on the quality of Thornton's
treated water. Huberta discovered the
Conoco d.i s char'ge on ~fona.ay mor rri ng , September 28, 1981, and after contacting tne
Co l.umb i ne Water Treatment Plant, she
alertly made a rr-ang ernent.s and closed Thornton's Burlington Ditch headgate. She then
contacted Burlington's Ditch Rider and
walked up=s t r-earn of 'I'h or n t.on ' s headgate
and discovered the source of the raw water
pollutant. She obtained. samples and
helped all d i v is i ons involved in the monitoring process that followed. All
throughout the discovery process, Huberta
was very concerned about Thornton's raw
water supply and tne welfare of the City
and its residents.

The overall grant could be as high as
dur i.ng the next 3 1/2 years. 'The
total gr~nt m6nies will be given in two
phases if the Water Quality Division of
Thornton shows progress to continue studies
and if Congress issues funds for the remainder of the pilot plant program.

The City of Thornton researched enthusiastically to obtain the grant from the EPA
for over two years. At a time when rr.os t
federal funding ~rograms are being cut, the
City showed the initiatiYe to tackle a very
large program, and is one of the few cities
in the United States to receive an EPA grant.
The research project will be performed
by the City's Utilities Department staff and
Richard P. Arber Associates, consulting
engineers. MARK SPFED, Chief of lrlater
Treatment, w111 serve as project manager
f'o r the 3 1/2 year pr-ogr am .

Conoco has been discharging into the
Burlington Ditch as part of their cooling
process. Our analysis indicated an excessive amount of pe tro Leum products in
the Conoco discharge. Thornton owns substantial water rights in the Burlington
Ditch which diverts water from the South
Platte River for ;1ses dovns t r eam . 'I'hr cugh
a diversion struc~ure controlled by a
headgate, water enters our gravel lakes
which is then treated at the Co Lumb i ne
Plant.

The Neptune-Microfloc industrial pilct
plant is situated within the Columbine
Treatment Plant on the second floor. The
pilot plant is ca-pable of reproducing the
Columbine Plant's t.r eatrnerrt process on a
much smaller scale (i.e., 10 gallons/minute
as opposed to 14,000 gallons/minute) and ~f
doing it in a shorter time (i.e., approximately 2 hours as opposed to approxihate]y
12 hours). This has several advantages:
the shortened time period will e nab Le
t rea tmerrt processes to be e x ami.rie d cm a
srr:aller scale and a much faster pace with
different chemical dosa.ges, thereby optimizing costs.

Conoco is new in agreement with the
State Health Department and we are allowing
water to enter the gr ave I Lakes for s t.orage .
