The holiday season is up0n us and the
City organization is soon to begin another
year. This has been an eventfui year for
the City. Organizationally, we grew in
size by 24 employees and the overall programs budget increased by $1,104,400.
Much of the year involved "business as
usual" ... services being provided and
new facilities being constructed. Most
assuredly, the most dra~atic event was the
tornado on June 3rd, and the tremendous
job performed by City employees in its
aftermath. The spirit of everyone pulling
together to get the job done was great to
see. Hopefully, that spirit and commitment to job excellence will continue as we
go about our daily jobs.
PLEASE ACCEPT GOOD WISHES TO EACH OF

Welcome mat this month goes out to Carol
Bunn~ our newest dispatcher. Glad to have
you, Carol.
In order to provide better coverage for
the citizens of Thornton, the City is now
divided into 8 precincts. An officer will
have a specific area to patrol and will be
assigned to these areas for longer per~ods
of time. That officer will be in charge,
identify problems and will provide solutions for the specific problems of his own
precinct. Optimistically, the crime rate
will go down.
All new officers have completed all of
their training and are finally on their own
now.
Congratulations to Lt. and Mrs. Slifka
on the birth of their baby girl. She was
19 inches, weighed 6 lbs. and 9 oz. They
now have 3 girls.
Detective Coralee Covert, who handles
the sexual assault and sexual abuse against
children cases, reports that a large percent of the suspects will admit to the offense before they go to trial.
Thornton PD hopes everyone had a Merry
Christmas and will have a very happy and
safe New Year.

Everyone is busy preparing for year-end
close and the annual visit of the auditors
from P.M. + M. In addition to the regular
work load, Purchasing has accepted, and is
currently reviewing~ furniture proposals
for the new City Hal].
BETTY DUNHAM, payroll clerk, reports
that the Federal Government is sending
succinct instructions as to the number of
exemptions an individual may claim on his
W-4. The IRS is requiring proof from each
employee claiming more than nine exemptions.
NANCY REED is working for the Purchasing
Division in conjunction with the Cooperative
Office Education program at Thornton High
School. She is receiving on-the-job tr a ining in office procedures each weekday afternoon. Nancy is a senior and will graduate
this coming May. Welcome aboard, Nancy!

BERT KASPAR vacationed at home the week
after Thanksgiving. She said the time off
was quite eventful but not restful. 8ert s
son will graduate from the University of
Colorado with a degree in Mechanical Engineering on December 19. The excitement of
college continues as her daughter is a
freshman at Denver University.
BOB PATl.ERSON spent the last two weeks
of November· in Hawaii with the Air Force
Reserve. Bob took his wife and daughter
with him. After duty hours, they toured
Pearl Harbor, enjoyed a luau on Waikiki
Beach, took a moonlight cruise on Honolulu
Bay, and did other tourist-type things. On
Thankgiving Day, the Pattersons flew to the
island of Kauai and spent the day sw·i:nrning
and collecting seashells. They spent one
weekend on the isl and of Hawa ii where they
visited Volcano National Park. Bob returned
minus a sunburn, which lends credence to his
claim of "work i n q'' for two weeks. ~!hen asked
where he would spend his next duty assignment, Bob rep1ied, "Hopef ul l y some pl ace
that doesn It accept any credit cards."

Everyone in Public Works wishes to congratulate Mike Ehrman, Equipment Operator
for the Sanitation Division, on being selected as the Public Works Employee of the
Month for the month of November. Mike is
doing an outstanding job. Mike was honore~
at a luncheon.
Public Works wants to thank everyone in
our department for helping to celebrate
Christmas by attending our Christmas luncheon. A good time was had by all besides
a lot of good food. A special thanks 902s
to Howard and Barbara McGee who provided
the turkey and dressing.

NEW DIRECTOR
Paul Koch (pronounced Cook has been
hired as the City's new Director rif Parks
and Recreation. He will take over the
Division on January 4.
Paul, a native of Elgin, Illinois, has
been Recreation Superintendent for the City
of Salem, Oregon Regional Parks and Recreation Agency since 1973. The division
is responsible for leisure and social services for Salem and for \he comprehensive
parks and recreation program for two
counties.
In Salem, he has been responsible for
the evaluation and reorganization of his
division, including developing both management and program budgeting systems and coordinating City and non-City programs. He
has had extensive experience in pa~ks, recreation, and community development in Oregon
and Arizona; and has lectured and taught at
Oregon State University, Oregon College of
Education, and the University of Oregon.
In addition to his sports interests, Paul
is also a sculptor and writer and is currently working on books on community recreation
and community organization.
He was chosen as Director of Parks and
Recreation from more than 125 applicants
for the position.
